That's not bad luck, that's just what unsealed, aging plaster does. The good news: you don't need to re-plaster the whole wall to fix it.

Once that happens, the surface keeps shedding, and anything you put on top of it (paint, primer, wallpaper) just sits on loose dust instead of a solid base. Left alone, it spreads.

Once cured, it leaves a matte, waterproof finish. That matters because damp is usually what caused the chalking in the first place, so sealing it out helps stop the problem coming straight back.
